The Israel Defense Forces (IDF) engaged in “intense” fighting with Palestinian fighters in the northern and central Gaza Strip on February 10. Hamas fighters fired anti-tank rocket-propelled grenades (RPG) targeting Israeli forces southwest of the Zaytoun neighborhood of Gaza City. Palestinian media reported on February 10 that Israeli artillery targeted areas in eastern Jabalia. The IDF Nahal Brigade (assigned to the 162nd Division) killed and detained an unspecified number of Palestinian fighters in the central Gaza Strip. Palestinian Islamic Jihad (PIJ) fighters mortared Israeli forces east of Maghazi in the central Gaza Strip.

The Russian online community noted that Russian President Vladimir Putin did not offer any new information in his interview with American media personality Tucker Carlson and simply repeated longstanding Kremlin talking points about Russia’s full-scale invasion of Ukraine for American audiences.

Palestinian fighters are continuing to infiltrate previously cleared areas in the northern Gaza Strip. The Israel Defense Forces (IDF) Unit 414 Intelligence Battalion (assigned to the 143rd Division) directed a drone strike on February 8 targeting a Palestinian militia squad that was attempting to “transfer technological systems” to Hamas in the northern Gaza Strip. Unit 414 previously encountered Palestinian fighters that were attempting to establish a Hamas reconnaissance position in Beit Hanoun on February 6. CTP-ISW assessed on January 22 that Hamas and other Palestinian militias are likely in the early stages of reconstituting their military capabilities in the northern Gaza Strip.

Russian Offensive Campaign Assessment, February 8, 2024

Russian President Vladimir Putin attempted to use an interview with American media personality Tucker Carlson published on February 8 to present to a wider Western audience a long-standing Kremlin information operation that falsely asserts that Russia is interested in a negotiated end to its war in Ukraine. Putin illustrated throughout the interview that Russia has no interest in meaningful or legitimate negotiations, however, and that Putin still seeks to destroy Ukraine as a state. Putin also displayed his overarching hostility towards the West and falsely accused the West of forcing Russia to attack Ukraine. Putin repeatedly stressed that Russia is open to negotiations in order to falsely frame Russia as a reasonable actor and “Western ruling elites” as the main obstruction to a negotiation. Putin also repeatedly reiterated a Russian information operation alleging that Western officials coerced Ukraine to reject an agreement favorable to Russia during negotiations between Ukraine and Russia in Istanbul in March 2022.

Fact Sheet: US Assistance to Ukraine

US aid to Ukraine does not lack oversight nor has corruption in Ukraine diverted it.

America’s NATO and Asian allies and other European states have committed more money to support Ukraine than the United States.

Ukraine is not a “forever war” for the United States because Americans are not fighting this war.

Sending military aid to Ukraine increases America’s military readiness and reduces the risk that the United States will have to fight Russia itself.

The United States is not sending Ukraine a “blank check.”

China-Taiwan Weekly Update, February 8, 2024

Unspecified CCP and Russian officials held collaboration talks on the military application of artificial intelligence (AI) in early February. The Russian Foreign Ministry said that the officials “discussed doctrinal guidelines and initiatives of Russia and China related to the application of AI technologies for military purposes.” The South China Morning Post reported that the People’s Republic of China's statement did not refer to the military use of AI, but acknowledged the meeting focused on “outer space security, biosecurity and artificial intelligence.” ISW cannot independently verify the PRC statement. The PRC has portrayed itself as a leader in responsible AI regulation since launching the Global AI Governance Initiative in October 2023. The PRC omitting that it is collaborating with Russia on the military applications of AI aims to avoid undercutting its image as a responsible AI stakeholder via this initiative.

The Kremlin's Occupation Playbook: Coerced Russification and Ethnic Cleansing in Occupied Ukraine

The war in Ukraine is primarily a war for control of people, not land. Russian President Vladimir Putin has invaded Ukraine twice not mainly because he desires Ukraine’s land, but rather because he seeks to control its people. Putin’s project, explicitly articulated in the 2021 article he published justifying the 2022 full-scale invasion, is the destruction of Ukraine’s distinctive political, social, linguistic, and religious identity. Putin seeks to make real his false ideological conviction that Ukrainians are simply confused Russians with an invented identity, language, and history that a small, Western-backed minority is seeking to impose on the majority of inhabitants.

Iran Update, February 7, 2024

US Central Command (CENTCOM) killed a senior Kataib Hezbollah commander on February 7 who planned and participated in attacks targeting US forces in the region. CENTCOM said the strike was in response to the Islamic Resistance in Iraq’s drone attack on January 28 that killed three US servicemembers in Jordan. Local Iraqi media reported that the US airstrike hit a vehicle and killed three of its occupants in Mashtal, eastern Baghdad. Two Kataib Hezbollah commanders, Wissam Mohammed Saber al Saadi and Arkan Aleaoui, were in the vehicle. The Associated Press cited ”two officials with Iranian-backed militias in Iraq” who claimed that Saadi oversaw KH operations in Syria. An Iraqi journalist identified Aleaoui as a KH field commander. Harakat Hezbollah al Nujaba said on February 7 that it will retaliate for the US strike in Baghdad if the Iraqi government does not immediately remove US forces from Iraq.

Russian forces conducted the second largest combined drone and missile strike of 2024 on the morning of February 7. Ukrainian military sources stated that Russian forces launched 64 drones and missiles at Ukraine: 20 Shahed 136/131 drones; 29 Kh-101/555/55 cruise missiles; four Kh-22 cruise missiles; three Kalibr cruise missiles; three Iskander-M ballistic missiles; and five S-300 surface-to-air missiles. Ukrainian air defenses destroyed 44 of 64 targets: 26 Kh-101/555/55 cruise missiles; three Kalibr cruise missiles; and 15 Shahed-131/131 drones. The Kyiv City Administration reported that Russian forces launched at least two dozen of the Kh-101/555/55 cruise missiles at Kyiv City and damaged residential infrastructure in several neighborhoods. Ukrainian sources additionally stated that Russian forces hit Kharkiv City with S-300 surface-to-air missiles and Kh-22 cruise missiles and confirmed that two missiles that struck Kharkiv City were North Korean-provided Kn-23 (Hwasong-11 Ga) missiles. Ukrainian outlet Suspilne reported that its sources in Ukrainian law enforcement suggested that Russian forces may have additionally launched 3M22 Zircon ship-launched hypersonic cruise missiles at Kyiv City but that they are still working to confirm this information.
