The Syrian Kurdish-led Syrian Democratic Forces (SDF) have seized the majority of ISIS-held territory in the eastern countryside of ar-Raqqah and is positioned to complete the isolation of the city in coming months. The U.S.’s main partners in Syria, the SDF and Turkey, are competing to lead the next phase of operations to seize ar-Raqqah City and thereby solidify their influence over post-ISIS governance.
The U.S. is proceeding with an emergent strategy to retake ar-Raqqah City from ISIS. The composition of forces and the contours of future operations to clear ISIS from the city remain undecided, despite ongoing operations by the SDF to isolate the city. Both Turkey and the SDF continue to apply pressure on the U.S.-led coalition to exclude the other in any future capture and governance of ar-Raqqah City. The U.S. nonetheless moved forward with operations to isolate the city in early November to apply dual pressure to ISIS amidst an ongoing campaign to seize Mosul from ISIS in Iraq.

The trajectory of the Syrian Civil War may fundamentally shift within the 90 day timeframe. Russia escalated its military assistance on behalf of the Syrian regime in early September 2015, deploying armored vehicles and hundreds of personnel to the Syrian Coast in preparation for the establishment of at least one forward air operations base.
This map represents the military situation at the Syrian-Turkish border as of Sept. 11, 2015. Particular attention is paid to border crossings, many of which are now closed or highly restricted and under the control of a variety of groups including the Syrian regime, ISIS, Kurds, the Al-Qaeda affiliate Jabhat al-Nusra, and Syrian rebels.
ISW has modified its Control of Terrain in Syria map to order to highlight the terrain which is assessed to be under the predominant control of Lebanese Hezbollah rather than the Syrian regime. Hezbollah seized the town of Qusayr southwest of Homs City in an offensive over April to June 2013 which marked its first overt intervention into the Syrian Civil War.
